Five new Chief Officers have been announced for the new Birmingham and Solihull Integrated Care Board (ICB), set to be established in July 2022.

Over recent weeks, an extensive recruitment process has been underway to establish a new Executive Team to lead Birmingham and Solihull’s Integrated Care System (ICS), which aims to make the city and borough ‘the healthiest place to live and work, driving equity in life chances and health outcomes for everyone’.

The ICB will be the NHS organisation with responsibility for planning to meet local health needs, allocating resources, ensuring that services are in place to deliver against ambitions and overseeing delivery of improved outcomes for the 1.3 million population of Birmingham and Solihull.

The ICB is set to go live on 1 July 2022, once the Health and Care Bill is passed by Parliament, taking on the existing responsibilities of the Clinical Commissioning Group and developing a new leadership role for the NHS locally.

The new health chiefs will have oversight of the entire breadth of work undertaken by the ICS, which is the partnership of health and social care organisations across Birmingham and Solihull.

The team will be joining Interim Designate Chief Executive David Melbourne and Designate Chair Dame Yve Buckland, who have been leading the development of the ICB since November 2021, in May 2022.

David Melbourne, ICB Interim Designate Chief Executive, said: “These appointments mark the beginning of a new direction for the NHS in Birmingham and Solihull, as we consolidate our work in ensuring the services we provide work for, and are accessible to, all of our patients and citizens.

“They bring with them a wealth of experience from across the health sector and beyond, and are each equally committed to our ambitions for overhauling the way health and care organisations work together, ultimately to improve the outcomes for our patients and populations.

The following appointments have been made:

Lisa Stalley-Green, Deputy Chief Executive and Chief Nursing Officer

In both her current and previous roles, and as Vice Chair for the Local Maternity and Neonatal System, Lisa has shown a strong commitment and enthusiasm for system leadership. In her most recent role, as Executive Chief Nurse at University Hospitals Birmingham (UHB), Lisa has demonstrated her leadership expertise in care quality and improvement, driven by a passion for patient engagement and experience and staff experience and wellbeing. Lisa grew up in Birmingham and is looking forward to serving our diverse communities.

Paul Athey, Chief Finance Officer

Paul has been Chief Finance Officer for the Clinical Commissioning Group for the last three years, and as ICS Finance Lead has been instrumental in the development of a finance and investment strategy to support the delivery of the ICB’s core aims. Paul’s portfolio will also include responsibility for strategy and strategic commissioning.

Clara Day, Chief Medical Officer

Drawing on her experience in a range of clinical leadership roles, Clara has been providing clinical leadership to our emergent ICS over recent months, alongside her system lead role for outpatient recovery and as Medical Director for the COVID-19 vaccination programme. Clara is a practicing renal consultant at University Hospitals Birmingham.

Mandy Nagra, Chief Delivery Officer

Currently Chief Executive of Wythenshawe, Trafford, Withington and Altrincham Hospitals, Mandy has led various large scale transformation and improvement programmes including her involvement with the development of the Wythenshawe Masterplan alongside the day to day leadership of the hospitals that form a part of the Group, within the Greater Manchester ICS. Her extensive experience of 28 years working in health and care, has been gained at local, regional and national levels, including within several large ICS’s, and spans provider, commissioning and regulator.

Paul Sherriff, Chief Officer for Partnerships and Integration

Paul has worked for the Clinical Commissioning Group since 2013, most recently leading GP provider strategy development and system delivery, focused on collaborative working. This has included leading the development of innovative models of care and the vaccination programme. Paul will continue as executive lead for Primary Care and Place.

“Each individual brings a unique skillset and background which will be invaluable as we work together to listen to and make changes for our people and communities.”
